Policies are the human-governed rules that the Decision Engine applies.

* Versioned — every decision cites the policy version used
* Environment-scoped — sandbox vs live
* Composable — card auth, working capital, account access, Elite eligibility signals
* Auditable — institutions can see why a path fired

Surfaces never bypass policy. A Net-60 authorization and an API underwrite share the same doctrine: **explainable, versioned, reproducible**.
